Active Workspace identity and membership-aware switching between organizations.

The switcher is located beneath the brand in both the Admin and Settings shells. It begins in a loading state and resolves to the active Workspace name and context. The current observed Workspace is Proper Gallery with Registry Administration context. The menu contents and cross-Workspace switching transaction were not exercised.

- Previous Workspace data must not remain visible after switching.
- A client-provided Workspace ID cannot grant authority.
